Katsuki plunged through his memories as if they were a pool of ice-cold water. A notebook, a phrase, a sludge villain, and a broken dream. I spit this out in a couple minutes, so one day, I'll rewrite this. Honestly, I don't like how in canon, Izuku could "only become a hero if he had OFA," as if he threw away his quirkless past. Quirk discrimination is a huge problem in BNHA, which correlates to the real world with racism, sexism, homophobia, and more. Think about it- if our world right now is in disarray because of skin color, what would it be like if there were god-like powers, weak powers, and no powers at all?

Talking about Twice, Toga and Dabi makes it clear that they were victims before they were villains. Of course people crack under the pressure.
Having different limits, in my opinion, does not mean that they were too weak to hold on or help themselves. I think Midoriya, Todoroki and Shinsou's backstories are closest to toeing the line between heroes and villains. If I was in any of their place I don't know what I'd have done. The very things that drive them to become heroes in canon could have easily led them down the opposite path.
Shinsou: spite; Todoroki: Endeavour draw parallels from Touya ; Midoriya: being told he'd never be a hero. These three did not reach their breaking point but even if they had it wouldn't actually be their fault but their circumstances. And then of course we have the crappy laws and the Hero Commission.
